Forbidden Error when clicking Create Database button!

On very rare occasions there have been installs of STCtoCart where everything goes the way it should. You click the download data feed and it is accomplished, you click Create Categories and this is accomplished too. Now when you click Create Database a 403 Forbidden error shows for manual.php.

To be honest! I'm somewhat stumped for the forbidden access error when pressing the Create Database button. It might be a group permission problem, even though the Chmod settings are correct. It might be some mod_security setting too. I've only run across this two times so far, I've looked all over for a fix. But came up empty! It really doesn't make sense to me, because the other buttons work correctly and they all do the same thing post information back to manual.php so it can include the correct file for the task.

If you run across this problem please contact me as soon as possible. I have a work around for this particular problem by creating an extra create_db.php file that can run by itself bypassing the manual.php forbidden error. All other buttons work as they should.
